Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) at the end of March 2020.
This bill provided for $2.2 trillion toward the provision of fast and direct economic aid to Americans impacted by the COVID-19 pandemic. The Office of Postsecondary Education awarded $30.75 billion to post-secondary institutions through the Higher Education Emergency Relief Fund, or HEERF. HEERF II was authorized by the Coronavirus Response and Relief Supplemental of 2021 (CRRSAA).
CRRSAA has authorized $81.88 billion in support for education through HEERF II. Many schools who received HEERF funding to develop and expand online learning courses and programs have been too overwhelmed with existing work to start on these grant-funded projects and the reporting required to support the projects.
